Impact of the 2030 Framework for Climate and Energy Policies on the Competitiveness of European Industry

The European Union has set ambitious targets for 2020 to reduce emissions to 20% below 1990 level and raise the share of renewable energy in its energy mix up to 20%. These are further strengthened by the "Europe 2020 strategy for smart, sustainable and inclusive growth", where the "Roadmap for moving to a competitive low-carbon economy in 2050", the "Roadmap to a Single European Transport Area" and the "Energy Roadmap 2050" intend to put the EU on course to using resources in a sustainable way. With these roadmaps, the European Commission looks beyond the 2020 objectives. In order to ensure more predictability in the markets and to trigger necessary investments, the European Commission is now taking a further step to set up intermediate objectives for 2030. A public consultation has been launched with the release of a Green Paper on an EU's 2030 framework for climate and energy policies and the 2030 framework is expected to be drafted by the end of the year 2013.This project aimed at examining the impact of alternative policy scenarios, potentially implemented in an EU strategy for the year 2030, on the competitiveness of different sectors in the EU. To this end, the computable general equilibrium (CGE) model PACE was applied and further developed in order to provide a more detailed regional and sectoral resolution. Moreover, it was calibrated to a new baseline which includes existing EU and national policies.
