    The review process of proposals submitted for the fourth call for projects within the framework of the SEEK research programme has been completed, and eight new SEEK projects were launched on April 1, 2013. With a total of 32 submitted high-quality project proposals, this year’s competition for SEEK funding was stronger than ever before. Following a rigorous selection process, eight project proposals were approved by the internationally renowned members of the Scientific Board. These projects were selected for the SEEK research programme due to their extraordinary scientific quality and originality, and because of the high level of international cooperation and exchange amongst the researchers involved. In all project teams ZEW researchers co-operate closely with internationally distinguished colleagues.

    One of the issues that will figure prominently in the upcoming German parliamentary election is whether to increase taxes on wealth. For the most part, Germany currently taxes wealth by means of an inheritance tax. Now the Social Democrats and the Green Party are calling for a one per cent annual tax on Germans whose net wealth exceeds Euro two million. Such a tax, known as a "net wealth tax", existed in Germany before, but in 1995 the German Constitutional Court ruled it unconstitutional for taxing different kinds of assets in an inequitable manner.

    Paula Schliessler, researcher in the ZEW Research Department "Industrial Economics and International Management", was honoured with the Bent Dalum PhD Award 2013 at the DRUID Academy Conference in Aalborg, Denmark, in February 2013. The awarded paper entitled "The Effect of Patent Litigation on Firm Performance – Evidence for Germany" addresses the mechanisms of the German patent litigation system and the impacts of several litigation outcomes on the parties involved.     Sven Heim, researcher in the ZEW Research Group “Regulation and Competition”, was honoured with the Best Paper Award at the 8th International Energy Industry Meeting (IEWT) in Vienna, Austria, in February 2013. The conference is considered the largest and most renowned conference on energy economics in the German-speaking world. An international jury awarded Heim’s paper “Do Discriminatory Auctions Favour Collusive Behaviour? – Evidence from Germany’s Market for Reserve Power“. The paper analyses a dramatic price increase on the German market for reserve power which cannot be attributed to increasing costs alone. According to the results presented in the paper, the price increase is due to a strategic interaction between the two most powerful providers on the German market, who abuse the pay-as-bid rule. The paper thus provides new insights regarding the ideal design for auctions on energy markets. It will shortly be published as ZEW Discussion Paper.

    Prof. Karen Turner, PhD, professor of economics at Heriot-Watt University in Scotland, will be visiting researcher at ZEW’s Research Department "Environmental and Resource Economics, Environmental Management" from April 8-18, 2013. Her research focuses on the modeling of rebound effects in general equilibrium models. Karen Turner is also a board member of ZEW’s REBOUND Project and will discuss first results with the project team during her stay.

    Every year, the European Union and its Member States spend billions of euros for funding Research and Development (R&D) projects both in companies and public research organisations. The aim is to strengthen Europe's competitiveness. The success of public funding and the outcome obtained from each euro granted, however, could be increased if the rather rigid pattern of public support, which is currently being employed, would be more flexible. This is the result of a study jointly conducted by the Centre for European Economic Research (ZEW) and Warwick Business School within the framework of the SEEK Research Programme.
