    Working conditions

    Since the start of 2013, marginal employees in Germany with so-called "mini-jobs" – i.e. positions that are not subject to social insurance contributions and income taxation – may earn an additional 50 euros per month, bringing their total deduction-free monthly earnings to 450 euros. With this change, the federal government has strengthened a labour market instrument that should, instead, have long been sent back to the testing laboratory, says ZEW labour economist Holger Bonin.

    Last year, it was quite fashionable to compare the ECB’s monetary policy to the Mephistophelean discovery of endlessly reproducible paper money in Faust. But current public opinion in the eurozone would seem to reflect a different passage from Goethe's tragedy: "O moment, I would like to say: stay a while, you are so lovely!" Many European politicians have proclaimed that the crisis is over, arguing that the ECB's promise to purchase unlimited quantities of eurozone debt has resulted in a turn for the better. What should we make of this storyline?

    In a ceremony at the Centre for European Economic Research (ZEW) in Mannheim, long-standing ZEW President Prof. Dr. Dr. h.c. mult. Wolfgang Franz left office today. Prof. Dr. Clemens Fuest was inaugurated as his successor. From March 1, 2013 he will head ZEW together with the Director of Business and Administration, Thomas Kohl.

    In a ceremony with invited guests, the farewell of long-standing ZEW President Prof. Dr. Dr. h.c. mult. Wolfgang Franz takes place at the Centre for European Economic Research (ZEW) in Mannheim today. Prof. Dr. Clemens Fuest will be inaugurated as successor to Wolfgang Franz. Winfred Kretschmann, Minister-President of the Federal State of Baden-Württemberg, and Theresia Bauer, Minister of Science, Research and the Arts of the Federal State of Baden-Württemberg and Chairwoman of ZEW’s Supervisory Board, will open the event.

    The Mannheim Centre for Competition and Innovation (MaCCI), a joint initiative of the Centre for European Economic Research (ZEW) and the University of Mannheim, held its second Annual MaCCI Conference at ZEW on February 15 and 16, 2013. About 100 participants attended the two-day conference.

    SEEK | Credit rating

    The Basel II Accord implemented a tighter regulation of the banking sector. The importance of external credit scoring conducted by rating agencies has thus grown significantly for banks providing business loans. Especially innovative, not yet established companies without a convincing credit history often face substantial difficulties accessing credit. There is no evidence, however, that this is due to unfavourable or missing ratings. A study conducted by the Centre for European Economic Research (ZEW) in cooperation with the University of St. Gallen, Tilburg University and KU Leuven within the framework of the SEEK Research Programme shows that negative ratings are barriers to companies’ access to credit. Young innovative firms, however, are significantly less impacted by this effect.

    Claudia Ghisetti, PhD student in European law and economics at the University of Bologna, will be visiting researcher at the ZEW Research Department “Environmental and Resource Economics, Environmental Management” from February to July 2013. During her stay she will be working with ZEW researchers on eco innovation and the competitiveness of the European industry.

    My final column written as ZEW's President before resiging from office has to do with Europe. Not only to pay tribute to the "E" in ZEW, but primarily because I am worried about Europe. We should not let things continue as they are at present. Indeed, we must counter the prevailing sense of disappointment about institutional arrangements, both at the EU and national level. At the same time, we must resist succumbing to exaggerated hopes, let alone fantasies.
