    From 28 March to 21 April 2011, Dr. Sebastian Lazar is a visiting researcher at the ZEW Research Department "Corporate Taxation and Public Finance". Sebastian Lazar is Assistant Professor at the University Alexandru Ioan Cuza of Iasi, Romania. He is currently conducting research on the measurement of effective tax burdens of Romanian companies. During his stay at ZEW, Lazar will analyze the development of effective tax burdens of Romanian companies after the fall of the communist regime applying the European Tax Analyzer.

    In March of this year Europe's heads of state and government will decide on whether to adopt the "Competitiveness Pact" that was jointly proposed by France and Germany on 4 February. The pact, often discussed under the heading of "economic governance", seeks to promote greater cooperation between EU states by means of – to quote the German Chancellery – "harmonised conditions in national markets and systems", with the ultimate aim of bolstering the competitiveness of the EU's economies.

    ZEW President Wolfgang Franz welcomed some 200 participants from academia, politics and the economy from 20 countries to the SEEK kick-off conference "Strengthening Efficiency and Competitiveness in the European Knowledge Economies" (SEEK). Stefan Mappus, Minister President of Baden-Württemberg, and Márie Geoghegan-Quinn, EU Commissioner for Research, Innovation and Science, gave the opening speeches at the conference.

    On May 1, 2011, all persons from Central and Eastern Europe will gain the unrestricted right to work in another EU nation. Professor Wolfgang Franz talks about the implications of full freedom of movement for the German labour market, as discussed in the annual report of the German Council of Economic Experts. Professor Dr. Dr. h.c. mult. Wolfgang Franz has been the President of ZEW since 1997 and is a professor of economics at the University of Mannheim. He also directs the research group Growth and Business Cycles at ZEW. His main fields of activity are macroeconomics, labour markets, and empirical economic research. Since 2003, Franz has once again been a member of the German Council of Economic Experts, which advises the German government on questions of economic policy. Since 2009, Franz has been the chairman of this body.

    Prof. Dr. Irene Bertschek, head of the ZEW research group Information and Communication Technologies, has been appointed professor of economics with a focus on applied empirical economic research at the University of Mannheim. The position is attached to the Department of Economics within the Faculty of Law and Economics. It is partly funded by the Gottfried Wilhelm Leibniz Scientific Community.

    If the euro really is to blame for the current difficulties and negative developments plaguing the Eurozone, the chances of the currency union being a success would be very slim indeed. However, this is not the case, no matter how hard the busybodies try to hammer this idea into our skulls through one-sided talk shows and pseudo-scientific articles.
