As described in the German Strategy for Sustainable Development, it is a main target of the German government to increase the resource productivity of the economy: until the year 2020 it should double, the perspective in the long run  is to achieve a "Factor 4". The research project has been set up to identify and use options for firms and households to reach this target.

The task of ZEW was in this context to identify innovations in the area of resource  and material efficiency, and to suggest instruments for achieving these targets. Additionally, the position of Germany on important markets for efficiency and environmental technology was identified.
