How Forward Looking Does the Federal Government Invest? Development of a Monitoring of the Future Orientation of the Federal Budget

The current German government aims to make the 2020s "a decade of investment into the future”. In their coalition agreement, the coalition parties promise a significant increase in investment in climate protection, digitization, education, research and infrastructure. Against this backdrop, the aim of this project is to use the concept of a "future quota" and to develop it further towards a compass for the future orientation of the federal budget. This compass will then be used to assess the 2021, 2022 and 2023 federal budgets. By establishing this monitoring, a contribution is to be made to the transparency of budget policy with regard to a central fiscal policy promise of the federal government.
