Industrial Policy Lab – Development of a tool for the ex-ante assessment of Industrial policy measures in Germany

The project focuses on evidence-based and policy-relevant research on industrial policy issues, as well as the development of a tool for the ex-ante assessment of industrial policy measures in Germany. A systematic and quantitative evaluation, including cost-benefit analyses, will be conducted for various industrial policy measures (ex-ante). In doing so, different objectives (such as transformation, regional economic development, and economic security) will be considered under various constraints (such as the scope of intervention, the macroeconomic environment, position within the production network, etc.). This assessment will incorporate best-practice approaches and the latest findings from international academic research. Based on the analyses, the conditions and prerequisites for successful industrial policy will be derived. The tool is intended to be capable of providing assessments of measures at the micro level, i.e., at the enterprise level.
