Unemployment in the Federal State of Baden-Württemberg has reached the lowest level in years. Firms find it increasingly difficult to hire skilled workers. Skill shortages are expected to increase further due to demographic changes in the near future. As the economy employs a high share of highly qualified labour, these trends could impede economic growth and innovative capacity of Baden-Württemberg. The project seeks to give an overview over policies to raise supply of skilled workers. The three basic options are considered: training in the labour force, higher participation in the population in employable age, and hiring skilled workers from abroad. We identify good policy practice by international comparison of labour market policies, in order to develop a consistent policy strategy to fight skill shortages at the Federal and State Level in Germany.
