Economist Joshua Gans at the second edition of the #ZEWBookTalk.

SARS-CoV-2 is responsible for the current recession in the global economy. However, there is an information problem underlying the coronavirus pandemic, according to Professor Joshua Gans from the University of Toronto, Canada. He presented this insight along with his book “The Pandemic Information Gap: The Brutal Economics of COVID-19” at the second #ZEWBookTalk on 17 December 2020. In his book, he explains the economic choices that have been made in response to the pandemic and what their motives are. ZEW President Professor Achim Wambach moderated the subsequent discussion with the speaker.

Lars Feld on the current Annual Report.

The COVID-19 pandemic has led to one of the most severe recessions of the post-war period, and there is currently no sign of the economic situation returning to normal. Against this background, Professor Lars P. Feld, chairman of the German Council of Economic Experts, presented the key results of the recently published Annual Report 2020/21 on 8 December 2020. In its report entitled “Overcoming the Coronavirus Crisis Together; Strengthening Resilience and Growth”, the council calls on the German government to readjust its economic policy. The virtual event took place as part of the lecture series “First-Hand Information on Economic Policy” at ZEW Mannheim. ZEW President Professor Achim Wambach moderated the subsequent discussion with the speaker.

The COVID-19 pandemic requires joint action from the EU Member States – for both health protection and to respond to the crisis with appropriate economic policy measures. The “Next Generation EU” recovery fund and the “Pandemic Emergency Purchase Programme” (PEPP) of the ECB are at the heart of the joint efforts to stabilise the European economy. At the #ZEWlive event on 10 November 2020, Dr. Sylvie Goulard, deputy governor of the Banque de France, and ZEW expert Professor Friedrich Heinemann discussed whether these programmes can help overcome the crisis. The discussion revealed that while these support programmes are effective in the short term, they are not sufficiently well-targeted to address the long-term causes of weak growth and the lack of resilience. The event was supported by the Brigitte Strube Stiftung.

Fuest is deprecatory to the state's current tendency to intervene more in the economy.

The coronavirus pandemic has put the economy, society and policymakers under considerable pressure. Against this background, ifo President Professor Clemens Fuest presented his recently published book “Wie wir unsere Wirtschaft retten. Der Weg aus der Corona-Krise” (“How to Save the Economy. The Way Out of the Coronavirus Crisis”) in an online event on 26 October 2020 at ZEW Mannheim – marking the kick-off of the new #ZEWBookTalk series. In the subsequent discussion with ZEW President Professor Achim Wambach, Fuest expressed his criticism of the German government’s current tendency towards interventionist economic policy measures. The difficulties in overcoming the coronavirus-induced recession lie in the fact that the measures adopted are not well-targeted and that there is not enough economic data on the regional impact of the crisis, he argued.

The participants debated how Europe can overcome the Corona crisis through solidarity.

The coronavirus crisis has not only severely affected many European countries, but is also putting European cohesion to the test. While the Member States and institutions such as the European Parliament and the European Commission are largely united on the need for a European response to the crisis, there is still disagreement on how the aid measures should be implemented. Who will provide the financial means? Should their allocation be linked to reform conditions? And what will happen after the crisis?

During the #ZEWlive event the economic consequences of the coronavirus crisis were debated.

The world is in a state of emergency. The spread of the coronavirus presents us with a situation we have never faced before. Our daily routines have radically changed; economies are struggling as supply and demand are collapsing at the same time. With a recession looming, policymakers are already discussing about how to reboot the economy. The crisis, which poses a crucial test for Germany and Europe, was the focus of #ZEWlive, an event hosted exclusively online for the first time as part of the ZEW event series “First-Hand Information on Economic Policy”.

Be it the climate emergency, Green Deal, climate conference, or the climate package: Germany is taking climate policy seriously. On 13 January 2020, Peter Altmaier, Federal Minister of Economic Affairs and Energy, gave a talk at ZEW Mannheim about where the Federal Republic of Germany stands in terms of climate policy, the energy transition, and how it should all progress. Within the context of the research project “Dialogue on the Economics of Climate Change”, Altmaier spoke at ZEW as part of its First-Hand Information on Economic Policy event series before an audience of some 220 guests from the realms of business, science and society. How to shape a successful energy transition in Germany, how democratic climate policy is implemented nationally and internationally, and what role Germany has to play in all of this were focal points of the talk.

Christoph M. Schmidt presented the annual report of the economic experts at ZEW

We are on the verge of a new decade, bringing with it major structural changes such as demographic change, digitalisation, and climate change, which the economy, politics, and society will have to cope with in equal measure in the coming years – all while the economy and world trade are weakening. There are, however, ways to tackle these challenges. How this is to be done was outlined by the chairman of the German Council of Economic Experts and President of the RWI – Leibniz Institute for Economic Research, Professor Christoph M. Schmidt, at ZEW Mannheim.

The European Court of Justice (ECJ) strives to safeguard the rule of law within the European Union, all while harmonising its own jurisdiction with that of the EU Member States – a complex task that is not without obstacles, as Professor Juliane Kokott, Advocate General at the ECJ, described during the lecture series First-Hand Information on Economic policy, which took place at ZEW Mannheim on Thursday, 17 October 2019.

The European Union is facing major upheavals: the political agenda is defined by topics like climate protection, digitalisation and migration. At the same time, EU-sceptic parties are on the rise, and the UK’s imminent exit from the European Union threatens to massively impact the economy. In this context, where is Europe headed in the future, and which topics should the new European Commission prioritise along the way? These were the key questions discussed from a variety of angles at the first European Evening of the First-Hand Information on Economic Policy event series, which took place at ZEW Mannheim on Wednesday, 9 October 2019.
