    My final column written as ZEW's President before resiging from office has to do with Europe. Not only to pay tribute to the "E" in ZEW, but primarily because I am worried about Europe. We should not let things continue as they are at present. Indeed, we must counter the prevailing sense of disappointment about institutional arrangements, both at the EU and national level. At the same time, we must resist succumbing to exaggerated hopes, let alone fantasies.

    The Centre for European Economic Research (ZEW) and the Centre for International Climate and Environmental Research Oslo (CICERO) host a conference on consumption-based approaches in climate policy in Mannheim on March 6 and 7, 2013. Despite the emergence of climate policy in different parts of the world, global emissions are still increasing. Against this background, there are calls for more comprehensive approaches to climate policy, which focus on emissions embodied in consumption. The overall goal of these approaches is to alter current emission consumption patterns and to initiate the transition towards a low carbon future. This two day event brings together selected renowned researchers in order to explore new directions in consumption-based approaches in climate policy. We invite interested participants (non-presenters) to register online no later than March 1, 2013. Please note that only a limited number of non-presenters will be able to attend. The conference fee is EUR 135, covering conference materials, coffee breaks, and lunch on both days.

    The short expert report by the Centre for European Economic Research (ZEW) in Mannheim on behalf of the Federal Ministry of Labour and Social Affairs (BMAS) analyses the labour market situation of older employees in the roofing sector. In public debates, this occupational group is frequently referred to as evidence that employees in physically demanding jobs practically cannot work until they reach pension age. ZEW’s quantitative analyses using employer-employee data show that the question how older workers could be employed until they reach pensionable age has practically been no issue to date.

    Dr. Thomas Walter, researcher at the ZEW Research Department "Labour Markets, Human Resources and Social Policy", was honoured with the award for outstanding research of the Victor Rizkallah Foundation in Hanover on October 26, 2012. He received the prize for his dissertation "Germany’s 2005 Welfare Reform – Evaluating Key Characteristics with a Focus on Immigrants".

    Family business | Location factor

    Of all European countries as well as the United States, Switzerland offers the best conditions for family enterprises. Germany, in contrast, ranks only 11th among 18 countries and so takes a position in the mid-range as an investment location for family enterprises. This is the conclusion of a comparison of investment locations for family enterprises presented for the fourth time by Stiftung Familienunternehmen. The study was conducted by the Centre for European Economic Research (ZEW) on behalf of the foundation.

    ZEW recently released the first Chinese version of its information brochure "ZEW in brief". On 24 pages, the publication provides information on the work and the research areas of ZEW. Research partners in China are becoming more and more important for ZEW’s research units. The Chinese version of the institute’s profile contributes to this cooperation.

    Public Debt | Visiting Researcher | Debt rescheduling

    Neil McMurdo was Visiting Researcher at the ZEW Research Departments "International Finance and Financial Management" and "Corporate Taxation and Public Finance" from November 12 to 30, 2012. Neil McMurdo is senior economist at the British HM Treasury in London where he is concerned with current problems within the euro area, such as the sovereign debt crisis and its possible solution. During his stay, he worked together with ZEW researchers on a project regarding the characteristics of sovereign debt restructurings and their consequences. Moreover, he gave a lecture at a ZEW Research Seminar on macroeconomic divergences in the euro area, in which he presented a new fiscal indicator.

    On December 19, the commission of experts for the monitoring process "Energie der Zukunft" (Energy of the Future) presented the federal ministers Peter Altmaier and Dr. Philipp Rösler its first statement on the monitoring report of the German federal government. Prof. Löschel, the commission’s chairman and head of the ZEW Research Department "Environmental and Resource Economics", took this opportunity to present the monitoring system and selected results of the report in a lecture at the representation of the State of Baden-Württemberg in Berlin.
