Professor Dr. Ingo Vogelsang is a Research Associate at ZEW.

Ingo Vogelsang is a Professor of Economics at Boston University. As an industrial organisation and public policy expert, he specialises in public utility regulation, public enterprises, and privatisation issues, as well as energy economics and telecommunications economics with a special emphasis on institutional and incentive problems. Professor Vogelsang has been teaching economics at Boston University for almost thirty-five years.
Vogelsang’s theoretical work on incentive pricing has led to the price cap mechanisms applied widely in network industries around the world. His current work in telecommunications focuses on the development of regulatory policies under digital convergence. He further seeks to determine under what conditions a firm should be subject to regulation as opposed to antitrust policy. This research also addresses the relationship between incentive regulation and infrastructure investment in network industries. In this area, he particularly concentrates on the effects that regulation of an old and declining infrastructure has on the incentives to invest in a new infrastructure that may or may not be regulated. In some ways, outside his traditional research, he has recently helped build a cost model for electricity transmission services and has worked on laboratory experiments about cooperative investment and collusion incentives in a new infrastructure, where the cooperating infrastructure owners compete in markets downstream of the infrastructure. He published 16 books and many articles on network industries in leading journals, such as the RAND Journal of Economics, the Quarterly Journal of Economics, the Journal of Public Economics, the International Economic Review, and the Journal of Industrial Economics.
Professor Vogelsang held a number of other professional positions, including Co-Editor of the Handbook of Telecommunications Economics and Associate Editor of Information Economics and Policy. He is on the Editorial Board of The Journal of Regulatory Economics, the Review of Network Economics, International Economics and Economic Policy, the Latin American Economic Review, the Review of Network Economics, and Netzwirtschaften & Recht. He also currently serves as a core member of the Pardee RAND Graduate School faculty. Pursuing his energy interests, he was a visiting economist at the MIT Energy Laboratory.
Professor Vogelsang’s consulting experience includes work with the RAND Corporation, the European Commission, the German Federal Network Agency (BNetzA), and the German Ministry for Economics and Labour, the U.S. Federal Energy Regulatory Commission, and regulatory commissions in several other countries, most recently Austria, Switzerland, and New Zealand. A 2012 project (jointly with W. Neu and K. Neumann) for the Swiss Federal Office of Communications (BAKOM) developed a novel wholesale pricing method for legacy access networks in view of expanding next generation access networks. In a recent project for the New Zealand Commerce Commission (NZCC), Vogelsang has provided a framework for evaluating the relative advantages and disadvantages of using the weighted average cost of capital (WACC) as a policy instrument for infrastructure investment relative to other policy instruments. He also was a consultant to the World Bank on welfare consequences of privatisation and network industry restructuring.
