Carina Fugger (née Lindener) studied environmental sciences with a focus on environmental economics at the University of Koblenz-Landau. Her diploma thesis dealt with climate change adaptation strategies in Southern Vietnam and was conducted in corporation with the United Nations University Institute for Environment and Human Security in Bonn (UNU-EHS). She completed internships at the Wuppertal Institute for Climate, Environment and Energy and at an environmental organisation in the Philippines. Between 2013 and 2016 she worked as a research assistant at the Institute for Economic Policy at the University of Cologne, before joining ZEW as a scientific advisor to the Board in April 2016.

From May 2017 to 2021, Carina Fugger was a member of the ZEW Research Department “Environmental and Resource Economics, Environmental Management”. During this time, she completed her PhD thesis, entitled “Experiments on Climate Change Mitigation”, at the University of Cologne. The focus of her research is on the incentivisation of climate change mitigation measures; she addresses this topic using methods from experimental economics. Since June 2021, Carina Fugger has been responsible for project management in the Research Department “Market Design”.
