Analysis of Subsidies on Dedicated Savings According to the „Wohnungsbauprämiengesetz“

The report analyses subsidies for savings on Bausparkassen accounts in a theoretical and empirical perspective. First the development of this specific instrument is described against the broader background of public savings subsidies in Germany. In particular the current objectives of the German housing policy and policy measures in favour of private retirement savings  are related to the subsidies for bausparkassen savings. A further chapter discusses the justification of subsidies for dedicated savings on Bausparkassen accounts  from a regulatory perspective. The empirical part analyses the acceptance of Bausparkassen saving in the public and differences in saving behaviour between Bausparkassen savers and non-savers. Furthermore the effects of the subsidies on financing a home are illustrated. The final chapters analyse the impact of the subsidies on dedicated savings on a micro-econometric and on a macro-econometric level.
