The study aims at improving the evidence on start-ups by researchers from public research institutions and universities in Germany in order to enable analyses on their number, success and economic relevance. The study develops a new method that combines bibliometric data and patent data with information on firm founders from the Mannheim Enterprise Panel. Through this method, one can arrive at an accurate estimate of the total number of spinoffs from public research in Germany by different institutions over time. The method also allows for international comparisons, including comparisons among similar types of research organisations and universities.
