Additionality of Public Support to EFRE Co-financed R&D Projects in Saxony 2014-2018

The project aims at analysing input and output additionality of publicly funded R&D projects in Saxony in the EU funding period started in 2014. The analysis looks at projects that were funded by the Federal State of Saxony using co-financing from EFRE. The analysis is part of a larger project on the evaluation of the Operational Programme of Saxony for the European Fund for Regional Development in the funding period 2014 to 2020, including ad-hoc analyses on request for revisions to the Operational Programme. This larger project was commissioned to GEFRA by the Saxon State Ministry for Economy, Labour and Transport. The additionality analysis will employ matching approaches as well as panel econometric difference-in-difference estimations, using project-level funding data which are merged with firm-level data from the Mannheim Innovation Panel.
