Economic and Legal Relevance of Demand Side Broadband Funding Schemes via Vouchers for High-Speed Broadband Services

In the context of this study, the economic and legal meaningfulness of demand-side stimuli for high-speed broadband services in the form of so-called "voucher systems" are examined.

In the economic part, among other things, the relevant development of fast broadband infrastructures and adoption of broadband services is discussed in international comparison, as well as aspects of an efficient and effective design of demand-side voucher programs. In the legal part, questions of state aid and antitrust law are discussed, as well as the institutional design of voucher systems for the German broadband market.
