RECerT was a major European project designed to assess and accelerate the development of the European Tradeable Green Certificate (TGC) market. The 18-month long project was led and managed by Energy for Sustainable Development (ESD) in the UK and part-funded by the European Commission. It included research, information sharing and a series of national and international workshops. The 27 project partners are major European electricity companies, specialist consultants and research organisations drawn from 16 European countries (the EU 15 plus Norway). One milestone in the RECerT project was the provision of a Europe-wide, internet-based TGC trading simulation (RECerT-Sim). It gives stakeholders a hands-on feel for how future TGC trading could work.

ZEW was the German facilitating consultant partner. It was in cooperation with the Hamburgische Electricitaets-Werke (HEW) responsible for organising and carrying out the national workshops. The first was held in Hamburg on September 4, 2000. The second workshop focused on RECerT-Sim and took place in Mannheim on March 22, 2001.
Moreover, ZEW has in a first analysis assessed the likely market and trade volume of a future European green certificate market. It was also responsible for the German country report.
