    Business-related service providers are on the rise. In the second quarter of 2000, the seasonally-adjusted rate of annual revenue growth in this sector was 5.4 per cent. Following a short-lived slow-down in the first quarter of 2000, growth regained its previous pace seen in the second half year of 1999. Particularly Eastern German business-related service providers, previously subject to a slow rate of growth, recovered well following a drop in revenue in the first quarter of 2000.

    At slightly more than 90 cents against the dollar, the euro is massively undervalued. Yet, the development of the euro exchange rate is still a matter of concern. An intervention by the European Central Bank, however, would be the wrong approach to prevent a possible further depreciation of the euro according to 400 financial market experts surveyed by ZEW on the current situation of the euro.

    The continuous upswing in the business-related services sector since mid-1999 weakened in the first quarter of 2000 as compared to the previous quarter. Correspondingly, the seasonally adjusted annual sales growth rate fell by 0.7 per cent compared to the final quarter in 1999 and now amounts to about 4.2 per cent. Sales growth declined particularly in East Germany. The economic situation of business-related service providers thus developed in line with the industry, where the increase in incoming orders also stagnated at the beginning of the year.

    The intended tax reform by the government falls short of the mark. The government in Berlin intends the reform to strengthen the competitiveness of German businesses as well as the attractiveness of Germany as a business location for national and international investors. According to calculations carried out by the Centre for European Economic Research (ZEW) and the University of Mannheim, however, the tax relief, although it improves companies’ competitiveness, is too small. Capital-intensive and profit-distributing businesses in particular, hardly benefit from the tax relief. Furthermore, the planned reform causes new distortions and demarcation problems, making the German tax system even more complicated than it already is. Furthermore, the dependence on the legal form of the company taxation is criticised. It was intended to cushion the dependence but instead, it has reinforced it by the introduction of a corporate tax system applicable for Europe, namely the half-income method. The result creates new problems. All in all, we should ask if the tax reduction law in its current form can actually achieve its central goals.
