Some modules seem to promise improvements, whilst the core component of the reform, the implementation of staff service agencies (Personalserviceagenturen, PSAs) remains unacceptable in its current form.

Introducing a system in which certain groups of employees hold a share in capital or profits, however, does not seem to have a positive effect on businesses' productivity.
