Sponsored by the National Bureau of Economic Research (NBER) and the Centre for European Economic Research (ZEW) the next Trans-Atlantic Public Economics Seminar takes place in Mannheim on June 13-15, 2016.

The conference will focus on positive and normative studies of social insurance programmes including unemployment insurance, disability insurance, social security, and medical insurance. A large and increasing fraction of government budgets are allocated to these programmes. Their design varies substantially across countries and over time. What effects have these programmes had on individual and firm behaviour as well as market outcomes, including layoff rates, labour supply and demand, length of unemployment spells, quality of worker-job matches, volatility of consumption, savings rates, retirement ages, health expenditures and the resulting health outcomes? What can we say about the consequences of plausible modifications to these programmes?

Submission of Papers or Abstracts

The seminar programme will consist of twelve papers and two formal discussants for each paper. Papers from the conference will be consideredfor a special issue of the Journal of Public Economics, subject to the journal's referee process. Emphasis will be on empirically-oriented research but submissions on applied theoretical research are also welcome. Submissions on research using administrative data, survey data, and experimental as well as quasi-experimental methods are all welcome. Preference will be given to papers by early-stage authors. Papers will be selected on the basis of abstracts of about 750 words or, if possible, complete papers. The deadline for submission is October 1, 2015. Authors chosen to present papers will be notified by November 1, 2015. NBER and ZEW will cover the cost of economy-class travel and accomodation for participants.
