Climate Policy in China and Europe

Conference

The project "Sustainable Partners – Partners for Sustainability: Emerging Emission Trading Schemes in the People's Republic of China" was concluded by the conference entitled "Climate Policy in China and Europe: Progress and Prospects in Emissions Trading" in Mannheim on December 18-19, 2014. Project partners, external researchers and representatives from public agencies participated in the workshop.

Zhang Da (IEEE, Tsinghua University and MIT), Tang Weiqi (CEESS, Fudan University), Fan Ying (Chinese Academy of Science), Wang Xin (IDDRI, Sciences Po) and Wang Dan (Hubei University of Economics) gave presentations about the current state of the pilot schemes and the particular challenges involved in the implementation in a national Chinese emissions trading scheme.

Sebastian Voigt (ZEW), Xavier Labandeira (EUI, Florence School of Regulation), and Boris Solier (Université Paris-Dauphin) gave an overview about the current developments in the EU climate policy portfolio.

Ulrich Wagner (Carlos III, University of Madrid), Jonathan Colmer (London School of Economics), and Beat Hintermann (University of Basel) presented their work on the ex-post evaluation of the EU ETS.

Constanze Böning (GIZ) and Hans Joachim Ziesing (Ecologic) provided a review of the current developments in emissions trading in China from an outside perspective. Constanze Böning and Hans Joachim Ziesing are engaged in different capacity building and policy advice projects in China with respect to the implementation of emission trading schemes.

The conference was concluded with a discussion on practical implications of the current findings presented and questions for future research.
