LoWER and the ZEW are jointly organising the first annual scientific conference of the third phase of the LoWER network (2004-2007). The overarching theme of this phase is The Insecure Perspectives of the Low Skilled in the Knowledge Society.

The aim of the conference is to bring together, with an audience of researchers, policy makers, and other persons interested in this theme, current research from European countries as well as the US and enable presentation and discussion of recent results in all fields covered by the network.
