Michael Hellwig studied economics at Heidelberg University and pursued his master studies in economics and business at Erasmus University Rotterdam. He wrote his master's thesis at the Dutch regulatory authority on the effects of access regulation on investment and the implications for an optimal access pricing policy. He expanded his knowledge in practical competition and regulation issues at the German University of Administrative Sciences in Speyer. In his second master's thesis in cooperation with ZEW, he evaluated incentive regulation in the German electricity sector.

In October 2015, he joined ZEW's Research Group "Regulation and Competition". His research interests include the regulation of network industries and the interplay of law and economics.
