[ D] Since 1992, the Industrial Economics and International Management research department at the ZEW has carried out evaluations of government R&D subsidies, both alone and in cooperation with other research establishments. As well as national and regional ministries, our clients include multinational organisations such as the OECD and the European Commission. As a part of these evaluations, the research department makes use of its specialist knowledge of the handling and analysis of large data samples. Our findings are used to cover a mid-term to long-term demand for information, needed to monitor the progress of political measures, or for the purposes of documentation (national economic reports, national reports on research etc.), among other uses. Besides servicing industry, the department is dedicated to the use of quantitative evaluation methods. These evaluation processes, already well-established in the fields of labour market and social research, can also make important contributions to the discussion of industrial economic questions. The processes (such as the use of control groups) are now being used to evaluate political programmes.
