[ D] Equity aspects within the production of education are foremost concerned with the distribution of educational attainment across groups and the sources of inequality that are associated with it.
Generally, not only a high level of education in the society is desired, but also a reduction of inequality in education. This is important since educational inequality is the source of further social inequalities (e.g. with respect to the labour market outcomes). Since the 1960s, one major objective of German educational policy has been "educational expansion", i.e. to increase the educational participation of disadvantaged social groups, in order to reduce social inequalities.
In fact, there has been a strong educational expansion. At the same time, we observe differences in the educational attainment with respect to gender, nationality and other social background indicators. There seem to be converging trends in educational attainment with respect to these factors. However, strong inequalities persist.
